Billings, Blackwell, Burdine, Wang named to 2025 TSHP Pharmacist Practitioner Recognition Fellows

The Texas Society of Health-System Pharmacy (TSHP) is proud to announce that Latresa Billings, Jordan L. Budine, Joshua A Blackwell, and Latressa Billings have been named to the 2025 TSHP Pharmacist Practitioner Recognition Fellows Program (FTSHP). TSHP annually recognizes outstanding individuals and organizations within our community for excellence and a commitment to advancing healthcare and pharmacy practice in Texas. The awardees are selected by the TSHP Board of Directors based on nominations submitted by TSHP members. In 2012, the TSHP Board of Directors approved establishment of a unique Practitioner Recognition Program modeled after the ASHP Fellows program to recognize pharmacists who have made significant and sustained contributions to the Texas Society of Health-System Pharmacists and the profession. Through these presentations, we hope to honor excellence in health-system pharmacy practice and promote public awareness of pharmacists who have distinguished themselves in practice. At the 2013 TSHP Annual Seminar, the initial class of TSHP Fellows was recognized. Latresa Billings, Pharm.D., BCPS, is a Pharmacy Clinical Coordinator at UT Southwestern Medical Center (UTSW) in Dallas, TX. After completing a Bachelor of Science degree in Environmental Health Science with an emphasis in Chemistry at the University of Georgia, Dr. Billings later received a Doctor of Pharmacy from The University of Arizona College of Pharmacy in Tucson, AZ. Transitioning to Dallas, TX for additional clinical training, she completed an Advanced Practice General Pharmacy residency with Texas Tech University Health Science School of Pharmacy/North Texas Dallas VA Medical Center. In 2003, Dr. Billings joined the pharmacy department at UTSW as a Clinical Staff pharmacist before becoming an Acute Care Pharmacy Clinical Coordinator. For 14 years as the Pharmacy Residency Coordinator, she supported the initiation and progression of the ASHP-accredited PGY1 Pharmacy Residency Program at UT Southwestern Medical Center in Dallas. Dr. Billings mentors pharmacy students as the preceptor for institutional and advanced practice rotations and is an adjunct Clinical Assistant Professor for several institutions. During this successful tenure, she has served on multiple committees within this large academic health system. For the last three years, she has served on the UTSW Institutional Review Board (IRB) and continues to participate on the UTSW IRB Subcommittee of Reportable Events. Recently, Dr. Billings was appointed as the UT Austin College of Pharmacy Dallas-Fort Worth Regional Director of Experiential Rotations/ Assistant Professor of Practice. Dr. Billings's dedication extends to the broader pharmacy community, serving as the Educational Chair (2013-2015) and President (2015-2016) for the local chapter Metroplex Society of Health-System Pharmacists. She served two consecutive terms as the Secretary for the Texas Society of Health-System Pharmacists (TSHP) and is a past President of TSHP (2021-2022), accumulating an extended tenure of service on the TSHP Board of Directors. Dr. Billings continues to be an appointed member of the TSHP Research and Education Foundation Board of Directors. She has completed a second term as a Texas representative for the American Society of Health-Systems Pharmacists (ASHP) House of Delegates. She has been honored to be reappointed to the ASHP Commission on Affiliated Relations for a third year, 2025-2026. Notable contributions to the profession, Dr. Billings recently concluded three years of service as an inaugural alumnus on the Texas Tech University Health System School of Pharmacy Admissions Committee, ending in 2024. She consistently contributes to the evaluation of posters, presentations, and awards for MSHP, TSHP and ASHP for various events. For over 23 years, she has provided relief pharmacist services at various Walmart and Sam Club pharmacies across the Dallas-Ft Worth metroplex area. As a former Worthy Chief Councilor of the Alpha Nu chapter in 2002, she has continued contributions to the Phi Delta Chi Pharmacy Fraternity as a lifetime alumnus brother, always heeding the principal motto that ""each one needs the help of the others." Dr. Billings has been a journal reviewer for the Nursing Neuroscience journal and the Physiatry Journal over the last 3 years. During her free time, she enjoys mentoring early career professionals, traveling, volunteering, participating in 5-K walks, and spending time with family and friends.
Joshua Blackwell, PharmD, MS, MBA, FTSHP, BCSCP, is a distinguished pharmacy leader serving as Clinical Pharmacy Manager for Ambulatory Services and Residency Program Coordinator for the PGY1/PGY2/Masters HSPAL Residency Program at UT Southwestern Medical Center. He completed a two-year HSPAL residency at CommonSpirit Baylor St. Luke’s Medical Center, one of the academic medical centers affiliated with The Houston Program. Joshua actively contributes to the profession through leadership roles, including serving on ASHP’s Section of Pharmacy Practice Leaders Education Steering Committee and as faculty for the Managers Boot Camp. Within TSHP, he chairs the Public Affairs and Advocacy Council and is the state affiliate’s lead delegate. A dedicated mentor, Joshua is committed to developing future leaders, guiding professionals to excel in both their careers and personal lives. Dr. Jordan Burdine is a board-certified pediatric pharmacy specialist and is the System Neonatology and Pediatrics Clinical Pharmacy Specialist for Memorial Hermann Health System (MHHS) in Houston, Texas. Upon completing her PGY-2 in pediatrics, Dr. Burdine worked as a clinical pharmacy specialist in a Level IV NICU at UTMB Health for 7 years. Now at MHHS, Dr. Burdine provides support for all neonatal and pediatric clinical pharmacy services within the 17 hospitals and specialty programs for the Division of Pharmacy, Women’s and Children Services, and the Memorial Hermann Medical Group ambulatory affiliates. In addition to her clinical practice, Dr. Burdine participates in clinical research and quality improvement initiatives to advance pediatric pharmacy, as well as maintains active involvement in many professional organizations at the local, state, and national levels. Within TSHP, she has served on numerous councils, the Secretary for the New Practitioners Committee, and Chair of the Neonatal & Pediatrics Conference Task Force since 2021. Hongmei Wang, PharmD, PhD, BCIDP, is a board-certified Infectious Diseases Pharmacist (BCIDP) and Pharmacotherapy Specialist (BCPS) with a clinical practice at Houston Methodist Hospital in the Texas Medical Center. Dr. Wang earned her Doctor of Pharmacy degree from Texas Southern University (TSU) and completed her PGY-1 residency at Memorial Hermann Hospital System. She is an Associate Professor at TSU, where she has dedicated her career to advancing pharmacy education, research, and practice. Her research focuses on access, adherence, and therapeutic drug monitoring in care for adults with HIV prevention and treatment for minority communities through the implementation science strategies. She received grants from the NIH to implement a pharmacy-based HIV prevention services program and to conduct a transition of care project to support minority older adults in diabetes care. In addition to her research and teaching, Dr. Wang is actively engaged in professional service and leadership. She serves on institutional committees at TSU, is a Houston Methodist Antimicrobial Stewardship Program Committee member, and holds leadership roles within organizations such as the Texas Society of Health-System Pharmacists (TSHP) and the AIDS Clinical Trials Group. Dr. Wang is passionately committed to mentoring pharmacy students and advancing the role of pharmacists in addressing healthcare disparities and driving innovation in care delivery. This honor was presented April 4 at the 2025 Texas Society of Health-System Pharmacy (TSHP) Annual Seminar in Irving, TX, at the Irving Convention Center at Las Colinas. TSHP’s Annual Seminar is the largest educational and networking meeting of pharmacists, new practitioners, students, technicians, and industry professionals in Texas. With a focus on quality patient care and medication safety, registrants may select from dozens of hours of live programming each year. TSHP Annual Seminar programs are designed to maintain and enhance the knowledge, skills, and abilities of pharmacy professionals in health-systems across Texas.
